Hong Kong - Jan 2012 - LinkPOWER announces that the company has been added in the subcontractor list of the Hong Kong SAR Government’s Standing Offer Agreement for Quality Professional Services 2 (SOA-QPS2).

The Standing Offer Agreement for Quality Professional Services 2 (SOA-QPS2) is part of the Hong Kong SAR Government’s IT outsourcing strategy aiming to enlarge the delivery capacity for IT services; accelerate the delivery of IT solutions; and create a market of sufficient size to encourage the further development of the IT industry locally. It is the replacement of the Standing Offer Agreement for Quality Professional Services (SOA-QPS) that expired in June 2009.

Under the SOA-QPS2, 54 standing offer agreements (SOAs) have been awarded to 26 companies. The SOAs commence on 31 July 2009 for a contract period of 48 months. The 26 contractors provide to the Government four Categories of Services: (Service Category 1) pre-implementation & independent programme / project management services; (Service Category 2) on-going services; (Service Category 3) implementation & combined system development services; and (Service Category 4) information security services on an as and when required basis. The contractors are supported by 154 subcontrators.

The new Enterprise Search platform was successfully launched after the new Legislative Council was moved in the new Government Headquarter.

About the Legislative Council of the Hong Kong SAR Government
The main functions of the Legislative Council are to enact laws; examine and approve budgets, taxation and public expenditure; and monitor the work of the Government. Through a system of committees, Members of the Legislative Council perform the important functions of scrutinizing bills, controlling public expenditure and monitoring Government’s performance. There are three standing committees under the Council, namely Finance Committee, Public Accounts Committee and the Committee on Members’ Interests. Bills Committees are formed, by the House Committee, as the need arises, to study legislative proposals.
