LinkPOWER's Course Registration and Management System for Labour Department

- LinkPOWER enables Occupational Safety and Health Training Centre to automate annual course registration -

The Occupational Safety and Health Training Centre (OSHTC) is responsible for organising training courses on occupational safety and health for the public. About 700 courses are organised per year and around 15,000 applications are received. Applicants have to fill in standard course application forms and return to the Centre by fax, by mail or by hand.

LinkPower has implemented the course registration and management system for OSHTC in 2000 which contains the following modules:

(1) The Form Processing module captures electronic images of course application and evaluation forms via fax and scanners, recognising and capturing data printed on the forms;

(2) The Course Management module filters applications, matching courses to applicants, making enrolments, generating replies to applicants via fax, printing statistical reports on course enrolments, attendance lists and certificates, based on the data captured by the Form Processing System, predetermined enrolment criterion, course schedule and enrolment position;

(3) The Course Evaluation Analysis module calculates the data on course evaluation forms captured by the Form Processing System, and printing statistical reports on evaluation results;

(4) The Electronic Filing module stores, indexes, retrieves and prints those electronic images of course application and course evaluation forms captured by the Form Processing System.

OSHTC's is dedicated to provide qualified and sufficient training courses to maintain Hong Kong public’s awareness and knowledge for Occupation Safety and Health. With the new Course Management System, they can handle not only existing but future courses for 5-year demand in a cost-effective and performance-efficient way.

The Centre processes all applications on a first-come-first-serve basis to check the eligibility of applicants against the pre-determined enrolment criteria to match the eligible applicants with available courses, and to inform all applicants on the enrolment results automatically by fax. It also prepares course attendance lists and certificates for successful applicants, to process course evaluation forms, to prepare statistical reports on course enrolment results and course evaluation results, and to answer public enquiries.

The system was launched on June 2000 and has processed over 700 courses and 15,000 applications.
